Wildfire hardening (R327) on new construction
R327 of the Oregon Residential Specialty Code (ORSC) applies in unincorporated Deschutes County, to new construction only: dwellings and their accessory structures governed by the ORSC (OAR 918-480-0010; Ordinance No. 2026-002).
Exceptions exist (the sources disagree on the accessory structure test) and manufactured homes built to the federal HUD code fall outside the ORSC, so confirm yours with Deschutes County Building Safety, (541) 385-1743.
A north side solar setback
Deschutes County Code sets a north side solar setback for new structures, and the design must show it complies.
County code applies outside city limits.
Confirm with the county whether it reaches your lot before the drawings are final (Deschutes County Code 18.116.180).
Building near a river can mean extra review
Inside the Landscape Management combining zone on unincorporated land, a new structure needs a Landscape Management planning application with site plan approval unless it will not be visible from the river (Deschutes County Code 18.84.050(B)).
This applies only inside that zone.
