Outside city limits, Crook County Code applies and approval is the county's decision. Inside Prineville, the city's code applies. In the county's R-5 zone (Ochoco West Subdivision has its own), the front setback is 20, 30 or 80 feet depending on the road, or 100 feet where the front line adjoins an intensive agricultural use (Crook County Code 18.88.040).

3 things that hold up permits in Crook County

A shop or garage before the house

In R-5, the code permits "buildings accessory to a single-family dwelling" outright, subject to site plan review. For a shop or garage first, confirm with Crook County Planning (Crook County Code 18.88.010(1) and (2)).

A county road approach needs its own permit

On lots outside city limits, a county permit is required before you create access to a county road or a dedicated public road. Applications go to Crook County Planning (Crook County Code 12.04.060 to 12.04.120).

The county's steps for a new home

On lots outside city limits, the order starts with a septic soil evaluation, which is not a septic construction permit. Planning approval comes second (Crook County Development Checklist, revision dated 07/01/2026).

How it works

  1. We start with an intake review to confirm your project fits our services. If it needs a planning application, HOA architectural review, or anything else outside our services, we flag it early.
  2. You sign an authorization and bring the plans. We research what your county or city requires and prepare the application.
  3. We submit it electronically and track it through review. If the county or city asks for something else, we respond and resubmit.

We file building permit packages in the county and in Prineville. Prineville's own code applies inside city limits, and we confirm the requirements for your lot before we file.

Questions we hear in Crook County

What is the front setback inside Prineville?
In Prineville's R-1 to R-4 zones the front setback is 10 feet on a local street (Prineville Code 153.036). Your lot may sit in a different zone. Confirm your zone with the city.
Do I need a permit for a driveway?
Outside city limits, a county permit is required before you create access to a county road or a dedicated public road (Crook County Code 12.04.060 to 12.04.120). Minor permits for a driveway, fence, roofing, erosion control and similar work are quoted. Ask us.
What is the county's order for a new home?
On lots outside city limits, after planning approval comes a road approach permit if your access is from a county or public maintained road, then a septic construction permit or authorization, then building permits (Crook County Development Checklist, revision dated 07/01/2026). Older copies are out of date.
Does wildfire hardening apply to my new home?
Confirm wildfire code requirements with the county building department before you design.
Do you file septic permits?
We file a septic permit when you give us a completed design. We do not design septic systems or do site evaluations.

Hand off the permit work.

Tell us about your lot. You bring the plans, we file the permit and respond to the county or city, and you get back to your build.

Tell us what you need. A real person responds within 24 business hours.

For lots outside city limits, approval is the county's decision. Inside city limits, the city decides.

Permit fees are paid to the county or city.

We don't do rezoning, partitions, subdivisions or conditional use applications, and we don't provide engineering or surveying. If your permit needs stamped engineering, your engineer prepares it and we handle the permit filing.
